A little research in installing Actel Libero in Linux reveals that it will install on RHEL or compatible variant. In my test case, that was CentOS 6.3, 32 bit. I installed CentOS in VM, using VMware.

The Open Motif package has to be installed first.
http://www.openmotif.org/
motif-2.3.4-1.i686.rpm

Download LiberoLU91_Lin.bin from Microsemi website.

$ su
$ password <password>
download motif-2.3.4-1.i686.rpm, double click this file, it will install
$ chmod 777 LiberoLU91_Lin.bin
$ ./LiberoLU91_Lin.bin

Install dialog box will prompt the install process.

What exactly is "Libero" ? What is it used for ? From what I gather it has something to do with circuit design ?

Libero is the IDE for Microsemi (Actel) FPGA development

This software would not install on Ubuntu

I should note that Microchip MPLAB-X IDE installs on CentOS without a hitch. The XC C compilers for Linux works as well.

Microchip is the developer and manufacturer for PIC micro controllers.
